Lawyer and Geological Engineer with studies in International Economics. Specialist in Environmental Management and Mining-Energy Law; and Master in Business Administration.

Over the course of 33 years, he has served as a public official in various roles, including Deputy Secretary of Mines and Energy of the Government of Boyacá, General Director of Mines and Energy at the Office of the Comptroller General of the Republic, Deputy Comptroller for the Mining-Energy Sector in the same entity, Deputy Director of the DIAN, Director of Environmental Control of Bogotá, and Deputy Superintendent of Energy and Gas at the Superintendence of Public Services.

Currently, for the second time, he serves as President of the National Hydrocarbons Agency. Additionally, he has been appointed as Acting Commissioner of the Energy and Gas Regulatory Commission (CREG).
